Walker is a special kind of stupid. In all the States where drug testing for welfare participants have been carried out, the testing has been an epic failure. These people are the cleanest people in the state. They have no money and for the most part cannot afford drugs. Big strong rich Walker is kicking puppies and old people just for fun.
