can it not be seen on the surface

I RECOGNIZED THAT IT IS ONLY POSSIBLE TO
WATCH THIS PULSATION WHEN THE ISS GOES
INTO THE SHADOW OF THE EARTH AND COMES
BACK OUT OF IT.
MAYBE BECAUSE WHEN THE SUN LIGHTS UP
THE WHOLE PLANET ITS TO BRIGHT TO
RECOGNIZE THOSE TINY BRIGHTNESS
DIFFERENCES ?
