"Provoke the movement—or front groups acting in the name of the movement—to carry out actions such as vandalism and physical confrontations with the police that alienate the wider populace from the insurgency. Invent atrocities and repugnant acts supposedly carried out by the movement and plant these stories in the media."

You did not understand Chris Hedges. He was writing about how movements that are trying to bring about change are defeated by the "system". When a group, such as the Occupy movement, or anti war movements that are calling for and mobilizing for change, the "powers that be" will try many covert actions to try to break them up and make them look very bad to the average person to take away their support base. The actions he was describing, that you quoted, would be some of the types of actions these covert "powers that be" will use. He was not advocating them, he was pointing out how evil and viscious the "powerful" can be in trying to destroy a movement that is counter to their maintaining power.
